HOUSE CONCURRENT RESOLUTION 27

Urging our congressional delegation to introduce and support legislation that would permit citizens of the District of Columbia to vote in the United States Senate and United States House of Representative elections in the states bordering the District of Columbia.

Whereas, Citizens of the District of Columbia are permitted to vote in presidential elections pursuant to the Twenty-third Amendment to the United States Constitution; and
Whereas, Citizens of the District of Columbia do not elect members of the United States House of Representatives or the United States Senate pursuant to the provisions of section eight, Article I of the United States Constitution; and
Whereas, The District of Columbia, as seat of the Federal government, should remain a District, and not granted statehood, as provided by the framers of the Constitution of the United States; and
Whereas, The citizens of the District of Columbia should be permitted to vote in the United States Senate and House of Representative elections; therefore, be it
Resolved by the Legislature of West Virginia:
That our sState's cCongressional delegation is urged to introduce and adopt legislation that would permit the citizens of the District of Columbia to vote in the United States Senate and United States House of Representatives elections in Virginia or Maryland as duly apportioned; and, be it
Further Resolved, That the Clerk is hereby directed to forward a copy of this resolution to the members of the West Virginia congressional delegation.
